| 1. NAME OF THE SOCIETY : |

remain in the National Capital Territory of Delhi, and
at present it is at following address:

| 3. Area of operation will be National
Capital Territory of Delhi. |
4. AIMS AND OBJECTIVES:-
Aims and objectives of the society, for which the society
is formed by this Memorandum of Association shall be all
or any of the following,:- |
| 1. To promote and secure
welfare of all the members of 1982 batch of SIs Delhi
Police, members of their family as well as of the poor
& needy persons of the society at large. |
| 2. To provide medical and
other health support and assistance as decided by the
Governing Body of the Society to the members of 1982 batch
of SIs Delhi Police, members of their family as well as
to the poor & needy persons of the society at large. |
| 3. To provide financial
& Institutional support and undertake various activities
and schemes for promotion of the Cultural, Educational,
Trade & Career prospects of the members of 1982 batch
of SIs Delhi Police, members of their family as well as
of the poor & needy persons of the society at large. |
| 4. To provide scholarships,
grants, awards, sponsorship etc. to deserving and meritorious
members, their spouse and wards in recognition of their
merit and talent in the field literature, science, fine-arts,
sports, culture and diffusion of useful knowledge. |
| 5. To provide financial
and institutional support to the members of 1982 batch
of SIs Delhi Police, members of their family as well as
poor & needy persons of the society at large. |
| 6. To establish, manage
and run institutions to impart technological and managerial
expertise to the members of 1982 batch of SIs Delhi Police,
members of their family as well as to the poor & needy
persons of the society at large as well as to establish,
manage and run to impart education to them. |
| 7. To provide financial
and moral support and solidarity to the members of 1982
batch of SIs Delhi Police, members of their family as
well as to the poor & needy persons of the society
at large in hour of there distress and need. |
| 8. To obtain any right,
concession and privileges, permission and the like which
may be considered conducive to the interest & objects
of the society from Govt. of India, State Govt. Municipal
and local self Govt. bodies, museums, libraries, education
and technology institutions or any authorities supreme
or otherwise and to enter into arrangements in connection
therewith and to carry out, exercise and comply with such
rights, privileges, concessions, permission and arrangements |
| 9. To create or set aside
out of fields of the fund, of the society, a special funds
or funds, to provide any particular welfare benefit to
any or all classes of its members and/or their families
and for such or any other purposes of the society, to
place any portion of the societies property in the name
or under control of trustees created for such purpose. |
| 10. To procure the registration
or any other recognition of the society as required by
the law of the land and establish and to regulate agencies
for the purpose of carrying out the objects and business
of the society in prudent manner. |
| 11. To pay out of funds
of the society all expenses of and incidental to the information,
registration, establishment and running of this society
and to frame & carry out rules and regulations of
the society and terms & conditions for the workmen
and manager etc, employed by the society to run the establishment.

| 12. To improvise, manage,
develop exchange or otherwise deal with all or any of
the property and rights of the society conducive to the
objects of the society. |
| 13. To create any Reserve
Fund, sinking Fund, Insurance Fund or any other special
funds or funds whether for depreciation or for repairing,
improving, extending or maintaining any of the property
of the society or for nay other purposes conducive to
the objects and interests of the society. |
| 14. To borrow or raise
or secure the payment of money, or to receive money on
deposit at interest or otherwise for nay of the objects
of the society and at such term or terms and in such manner
as may be though fit by the Governing society. |
| 15. To make donations to
such persons or institutions and in such cases either
of cash or any other assets as may be thought directly
or indirectly conducive to all or any of the objects and
interest of the society. |
| 16. To do such other things/acts/activities,
which are, necessary and which may be incidental or conducive
to the attainment of any of the objects of the society. |
| 17. To create a sense of
brotherhood, co-operation, mutual harmony, love and affection
amongst the members of the society as well as amongst
the general public. |
| 18. To promote the cause
of National Integration and unity of India and to fight
against the forces of separatism in India. |
| 19. To render services
to the women, children and youths of the country of their
actual moral, social and rights. |
| 20. To promote literacy,
cultural and other social activities by Awareness program
adult education classes, lectures, essay competitions,
Exhibitions, symposiums, cultural program, press conference
and seminars. |
| 21. To start and manage
various Charitable, Educational, Industrial, Vocational,
Agricultural and community development program/activities
for the members of 1982 batch of SIs Delhi Police, members
of their family as well as for the poor & needy persons
of the society at large. |
| 22. To open the Institutes
& hostels for the handicapped, deaf, dumb and blind
etc. |
| 23. To take-up effective,
reasonable and lawful steps for the solution of the problems
relating to the blind, handicapped mentally retarded,
deaf, dumb and other disabled, by providing them all required
facilities. |
| 24. To provide free legal,
medical and socio-economic help/assistance to the members
of 1982 batch of SIs Delhi Police, members of their family
as well as to the poor & needy persons of the society
at large. |
| 25. To conduct Training
and Research program for control of maintain/develop/secure
the Herbs, Forests, Environment, Species of Animals, Birds,
Wild life etc. |
| 26. To help people in the
pre-retirement stage to prepare for life after retirement. |
| 27. To create a forum for
Senior Citizens where they can exchange their various
views and experiences, which may be, make available to
younger generation. |
| 28. To open a center for
diagnostic curative and research cancer, Aids and other
deadly diseases. |
| 29.
To arrange, establish and run primary, middle and/or
higher secondary schools and/or vocational schools/institutes
and to provide the general education to the students
of all sections and also to bring the education of best
standard within the reach of poor and backward areas,
specially in the different rural area of the country. |
| 30. To provide food, clothing,
medical aid, transportation, libraries, laboratories,
reading rooms, hostels, play ground, swimming pool and
other required facilities to the boys/girls and also to
the members of the society. |
| 31. To establish and run
orphanage centers/crèches for the children and
working women and hostels for working women. |
| 32. To undertake and promote
activities of moral intellectual, social, religious, spiritual,
economical, business, industry, media and cultural interest
for the welfare of the people in general by organizing
different seminar, conferences, events, workshop &
symposia etc. and inter prate for the benefit of the society,
national integration and quami ekta. |
| 33. To receive financial
and non-financial assistance from Govt/Non-Govt. organization,
Banks and any other legal entity or individual for attaining
the objective of the organization and to fulfill the needs
of the people. |
| 34. To accept donations,
grants, presents, gifts and other offerings movable or
immovable properties and the same shall be utilized for
the promotion of Aims and Objects of the society. |
| 35. The aims and objects
of the society shall be purely of charitable nature. |
| 36. To do such other things/acts/activities,
which are necessary and which may be incidental or conducive
to the attainment of any of the object of the society. |
| 37. All the incomes, earnings,
movable or immovable properties of the society shall be
solely utilized and applied towards the promotion of its
aims and objects only as set forth in the memorandum of
the society and no profit thereof shall be paid or transferred
directly or indirectly by way of dividends, bonus, profits
or in any manner whatsoever to the present or the past
members of the society or to any person claiming through
any one or more of the present or the past members. No
member of the society shall have any personal claim or
any movable properties of the society or make any profits,
whatsoever, by virtue of this membership. |

present members of the Governing Body, to whom the management
of the society is entrusted as required under Section-2,
of the 'SOCIETIES REGISTRATION ACT OF 1860' as applicable

| RULES AND REGULATION |
| 1. NAME OF THE SOCIETY : |
Name of the society shall be : |
| MUTUAL CARE FOUNDATION (MCF) |
| 2. REGISTERED OFFICE : |

Subji Mandi, Delhi - 7 |
| 3. MEMBERSHIP : |
The Membership of the society is open to all those who
belong to 1982 batch of SIs Delhi Police and wife &
children (who have attained the age of majority) of the
those who dies or have already died can also become the
members. Membership is open the members of general public
also subject to the approval of the governing body of
the society. |
| 4. REFUSAL : |
If the Governing Body of the Society does not approve
the membership, the reason of refusal shall be communicated
to the person/applicant concerned. |
| 5. MEMBERSHIP FEE & SUBSCRIPTION : |
The Admission Fee and Subscription
shall be as under unless otherwise revised by the Governing
Body of the society :
a) Membership Fee Rs. 2000/- at the
time of Admission.
b) Subscription Fee Rs. 1000/- per annum.

| 6. TERMINATION OF MEMBERSHIP: |
The Governing Body of the Society shall have the powers
to expel/ terminate a member or members, from the membership
of the above society, on the following grounds:
a) on death,
b) on written resignation,
c) if found to be involved in any anti social activities,
d) if adjudged by any court of law to be a criminal offender,
this will not include the cases relating to the incidents
occurred on duty ( custody death etc)
e) if found guilty of anti propaganda of the Aims and
Objectives of the Society,
f) If fails to pay the subscription of contribution for
three months in continuation,
g) If has not attended three consecutive meetings,
h) If disregards Rules & Regulations or disobey the
decisions of the Governing Body. |
| 7. APPEALS : |
All the appeals should be referred to the General Body
of the Society. The decision of the General Body shall
be final. The reason for rejection shall be communicated
to the member concerned. |
| 8. RE-ADMISSION: |
In case of member is expelled by the governing body,
the same can be re-admitted, provided the member concerned
pays all dues up to date. The decision of the governing
body shall be final. |
| 9. GENERAL BODY DEFINE: |
All the members of the society will constitute the general
body of the society. |
| 10. FUNCTION OF GENERAL BODY : |
To consider any business brought forward by the Governing
body.
General Body Meeting shall be held once in every year
regularly.
The quorum of General Body meeting shall be 2/3rd of the
total strength of the General body members of the society.
Minimum '15' days notice shall be given to the members,
before the date of General Body meeting, enclosing agenda
specifying Date, Time, Place and issues to be discussed.
It is obligatory to all members to attend the meeting.
If any one, due to any reason beyond reach, is unable
to attend, he will appoint his proxy. Proxy may be an
adult family member or any other member of the society.

| 11. RIGHTS & PRIVILEGES OF MEMBERS : |
All and every member of the society:-
Shall be entitled to participate in
meetings, cultural/educational functions and other lawful
gatherings, called/arranged by the society,
Have right to collect the Identity
Card after depositing the required prescribed fee (fixed
by the Governing Body of the society from time to time).

| 12. DUTIES OF THE MEMBERS : |
Elect the Governing body of the society.
Attend the General body meeting regularly,
Give the necessary information to
the society, pertaining to any matter which is necessary
to be known by the society,
Not to indulge in activities, which
are prejudicial to the Aims and objectives and/or the
Rules and Regulations of the society.

| 13. GOVERNING BODY: |
The strength of the Governing Body (Including office
bearers and executive member) shall not be less than 5
and more than 21.
Term of every Governing Body shall
be of 5 years.
Minimum 7 days notice shall be required for every Governing
Body meeting of the society but Urgent Governing Body
meeting can be called by 24 hours notice.
Quorum of every Governing Body meeting
shall be 2/3rd of the total strength of the Governing
body.
Governing body meeting shall be held
once in three months regularly, (or as and when the
Governing body of the society may decided from time
to time).
URGENT MEETING: The Urgent Governing
Body may be called by the 24 hour notice but the quorum
for the same urgent governing body meeting shall be
2/3rd of the total strength of the governing body of
the society

| 14. FUNCTIONS & POWERS OF THE GOVERNING
BODY: |
Governing body shall be responsible for the management
and administration of all affairs of the society, and
is also authorized to appoint any office bearer/executive
member to look after any particular activity.
All the decisions shall be taken by the majority votes.
The Governing body shall have the
powers as are the powers of these rules and regulations.
To prepare plans, projects and programs.
To appoint Election Officer and his/her
powers.

| 15. COMPOSITION OF THE GOVERNING BODY : |
The composition of the Governing body shall be as under
:
A. PRESIDENT 1.
B. VICE PRESIDENT 1
C. GENERAL SECRETARY 1
D. SECRETARY 1
E. TREASURER 1
F. EXECUTIVE MEMBERS 2.
All these aforesaid posts will be honorary by nature.

| 16. POWERS AND DUTIES OF THE OFFICE BEARERS: |
PRESIDENT : President shall preside over all the meetings
of the society.
At the time of voting on any matter/subject
(except Election), if the total votes of the groups
of members happen to be equal in number, the president
has the power to cast an extra vote to decide the matter/subject.
President shall have the power to
allow inclusion of any subject/matter in the agenda
for the discussion in the course of proceeding meeting.
President will sign all the papers/letters,
on behalf of the society conduct its correspondences.
However in his absence, extra responsibility will be
born by the Vice-President.
VICE PRESIDENT: The Vice Presidents
of the society shall enjoy all the powers of the president
in his/her absence.
GENERAL SECRETARY: General Secretary
will summon and attend the meetings of the Governing
body and General body. General Secretary will prepare
the membership register as well as the proceeding register
to record the minutes of the proceedings of the Governing
body meetings and the General body meetings and have
them duly signed by the members who attend the meetings.
SECRETARY: The secretary shall enjoy
all the powers of General Secretary in his/her absence.
TREASURER : All funds of society shall remain under
the care and management of Treasurer. Treasurer shall
maintain the accounts of all money which is received
and / or paid by him/her on behalf of the society. Treasurer
shall make disbursement in accordance with the direction
of the Governing Body.

| 17. FILLING UP CASUAL VACANCIES : |
Any casual vacancy amongst the Governing body, shall
be filled by the resolution passed by the Governing body,
such appoint(s) shall confirmed by the General body in
its coming General body meeting. |
| 18. ELECTION : |
General body in its Annual Meeting will elect its President,
Vice President, General Secretary, Secretary and Treasurer
after every 5 years by secret ballet papers by show off
hands as the election office may decide. The Executive
members will be nominated by the Governing Body from time
to time. |
| 19. SOURCES OF INCOME : |
All the income of the society shall be utilized only
for the promotion and uplifting of the Aims and Objectives
of the society. Source of Income of the society are as
under:
Admission Fee & Subscription from
the members of the society Donations and Special Contributions.

| 20 FINANCIAL YEAR : |
Financial years of the society shall start from 1st
April to 31st March every year |
| 21. AUDIT: |
The accounts of society shall be audited by the qualified
auditor (Chartered Accountant)
every year. |
| 22. MANAGEMENT OF FUNDS & ACCOUNT OPERATION: |
Bank Accountant shall be operated by Joint Signatures
of TREASURER or any one out
of PRESIDENT and GENERAL SECRETARY |
| 23. ANNUAL LIST OF GOVERNING BODY: |
Once in every year a list of the Office - Bearers and
the Executive Members (of the Governing Body) shall be
filed in the office of the Registrar of Societies, Delhi.
As it is required under section '4' of SOCIEITIES REGISTRATION
ACT OF 1860 |
| 24. DISSOLUTION: |
If the society needs to be dissolved, it shall be dissolved
as per provisions laid down under the Section 13 &
14 of "SOCIETIES REGISTRATION ACT, OF 1860"
as applicable to National Capital Territory of Delhi.

| 25. LEGAL PROCEEDINGS |
Society may sue and/or be sued in the name of President
as per provision laid down under section '6' of the "SOCIETIES
REGISTRATION ACT, OF 1860", as applicable to National
Capital Territory of Delhi. |
| 26. AMENDMENT: |
Any amendment in Memorandum, Rules & Regulation
will be carried out in accordance with section 12 &
12-A of the "SOCIETIES REGISTRATION ACT, OF 1860"
as applicable to National Capital Territory of Delhi. |
| 27. APPLICATION OF THE ACT : |
All the provisions under all the sections of the "SOCIETIES
REGISTRATION ACT, OF 1860", as applicable to National
Capital Territory of Delhi, shall be applicable to this
society. |
| 28. ESSENTIAL CERTIFICATE: |
Certified that this is the correct
copy of the Rules and Regulation of the Society.

R/o C - 122, New Rajinder Nagar, New Delhi do hereby
solemnly affirm and declare as under : -
1. That I am the president of the society
named ' MUTUAL CARE FOUNDATION (MCF) ' 137, Bhashasher
Nath Street, Subzi Mandi, Delhi.
2. That the desirous persons of the above named society
are not related to each other by way blood relation
or otherwise.
3. That the name of purposed society is not identical
or resemble to any other registered/unregistered society
in our locality as per my knowledge.
4. That if the name of this society was found attracting
the provision of Emblems & Names (prevention of
Improper act) act of 1950 and/ or identical or resemble
closely to any other societies which are already registered
under societies registration act 1860 in the NCT of
Delhi, and other law of the land applicable to them
and registration granted shall be deemed to have been
withdrawn under the general law, if the society fail
to change the name within the given time to do so by
the Registrar of Societies Delhi.
